Its still going to be six months or more before I can really start working on this, but its my next notional rocket. It uses the motor valves and actuators from the Silver vehicle in a more aerodynamic shape. The Green tanks are Wellmate WM12 tanks with the air bladders removed, and the blue tank is the WM-6 that was the fuel tank on the silver. With a 16" diameter and 380 liters of light weight 500 PSI tankage it should go to 100K ft +. Its basically 20 ft tall.
The tanks would be joined together with carbon fiber barrels bonded to the tanks.

The current thought is a small drogue followed by a propulsive landing.
Another option is to use the fins to "glide back" and pull up followed by a propulsive landing.
This would probably mean the addition of some small control canards on the front of the vehicle.
The fact that the main oxidizer tanks are split in two reduces slosh and allows you to have some control over the CG.

If its fluffy enough you don't need delta wings, one can fly the body.
You don't need much L/D , just enough to correct for pre launch uncertainty
in the winds aloft.
Make sure to get a camera in there! Most recent high altitude flights seem to delete the camera despite the fact that HD cameras are now compact and cheap. Shame on them...

See the answer to question #1, the only real path to solve #1 is to make it a paying business. How to get the business case to close is the tough part. I'm not personally convinced that there is enough $$ in Sub Orbital Science/Education Payloads to close the business case. I'm still working on that one....
What if the vanes were half-circles and were mounted on a track on the carbon fiber barrels, so when it was going up, they would be at the bottom; when falling, push them to the top, so the engine stays earthward, eliminating a drogue chute?
Would probably have to push them up and down somehow...
Hard to make a movable part that is strong enough for supersonic flight, and lighter than a drogue chute.
